I beg leave to enclose herewith for your Grace's personal perusal, a slip which I cut from the United States newspaper, "Alta California".
In it, you will find the opinion of an American citizen in regard to a trial for libel which took place at Hongkong, and in which Lieut. Col. Caine was one of the parties.
As an American, possessing the warmest sympathies with Britons, in whose society I have spent many happy days in England, China, and elsewhere, I sincerely wish I could make your Grace thoroughly acquainted with the true character of this Mr. (or rather Lieut. Col.) Caine. I believe I should be conferring a benefit on society in general, and on Englishmen in particular, and on His Grace, The Colonial Secretary.
